Appropriates $14,510,000 from the Community Correction Revolving Fund for Special Revenue operations, including $6,200,000 for community correction programs and $1,800,000 for transitional housing.

Appropriates $3,319,646 from cash funds for Residents Services and $500,000 from Federal Asset Forfeiture funds for operating expenses.

Authorizes 10 part-time or temporary "Extra Help" employees and grants various transfer authorities requiring Chief Fiscal Officer and Legislative Council or Joint Budget Committee approval for facility construction, utility rate increases, and resource reallocation within specified limits.
