Establishes maximum of 49 regular employees for the Arkansas Court of Appeals for fiscal year 2021-2022, including 1 Chief Staff Attorney (GS13), 24 Law Clerks (GS12), 3 Staff Attorneys (GS12), and various administrative and support staff.

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $5,717,277 from the State Central Services Fund for the Court of Appeals, including $3,788,476 for regular salaries, $1,136,728 for personal services matching, $251,129 for operating expenses, $68,900 for conferences and travel, $320,000 for legal counsel, and other operational costs.

Allows judges whose official residence is outside Pulaski County to receive mileage reimbursement at state travel rates for up to three round trips per week between their residence and the court.

Declares an emergency clause making the act effective July 1, 2021, stating that appropriations are necessary for immediate operation of the court and essential governmental programs.
