Appropriates $42,040,850 from the State Central Services Fund for Arkansas Legislative Audit of the Legislative Joint Auditing Committee for fiscal year 2021-2022, including $28,672,808 for regular salaries and $8,150,642 for personal services matching.

Authorizes a maximum of 292 employees across 16 classifications, ranging from Legislative Auditor (Grade SE05) to Administrative Services Specialist (Grade GS08).

Allows the Legislative Auditor to direct transfers between Operations appropriation line items with Legislative Council or Joint Budget Committee approval, but Regular Salaries cannot be increased or decreased without such review.

Permits employees to receive cost-of-living increases matching other state employees and allows the Legislative Auditor discretion for merit pay, labor market adjustments, and retention bonuses, with ability to exceed maximum salaries by up to 20% for no more than one-third of authorized positions.

Directs that any funds received in connection with the Arkansas Scholarship Lottery Act be deposited into the State Central Services Fund for use solely by Arkansas Legislative Audit in performing those duties; effective July 1, 2021 through June 30, 2022.
