Changes "shall" to "may" in Arkansas Code § 14-284-201(a)(2)(B), making the establishment of limited fire protection districts discretionary rather than mandatory.

Modifies § 14-284-204(a) and (b) to change language from "shall" to "may" regarding county quorum court adoption of ordinances to establish fire protection districts after petitions are certified and public hearings are held.

Requires county quorum courts to certify petitions within 60 days of receipt and respond in writing to petitioners within that period if issues or questions exist.

Amends § 14-284-226 to make quorum court approval of fire department conversion to fire protection district discretionary ("may grant") rather than mandatory, and removes the 60-day deadline for the conversion process.

Fire protection district assessments continue to be listed annually on ad valorem real property tax statements and collected under existing procedures.
