Establishes maximum of 109 regular employees for the Department of Public Safety - Division of Emergency Management for fiscal year 2021-2022, with positions ranging from ADEM Director to Administrative Specialist II.

Authorizes 28 temporary or part-time "Extra Help" employees at rates of pay not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $4,078,038 from the Miscellaneous Agencies Fund for State Operations, including $2,610,425 for regular salaries and $967,307 for personal services matching.

Appropriates $13,433,770 from federal funds for Federal Operations, including $10,000,000 for First Responder and Homeland Security Grants and Aid.

Appropriates additional funds across 12 separate accounts including $104,052,632 for Disaster Relief Grants, $75,000,000 from the Arkansas Public Safety Trust Fund, and $10,000,000 for the Arkansas Wireless Information Network, with an effective date of July 1, 2021.
