Adds Subchapter 6 to Arkansas Code Title 25, Chapter 15, establishing definitions for healthcare professions, professionals, licensing entities, and scope of practice rules.

Requires licensing entities to file proposed rules regarding scope of practice (including new licenses, expanded or limited scope changes) with the Senate and House Committees on Public Health, Welfare, and Labor at least 30 days before the public comment period expires.

Mandates both legislative committees review scope of practice rules within 45 days of filing and provide copies to legislative leadership and committee chairs within 5 business days if an emergency rule is adopted.

Defines "rule regarding scope of practice" as a proposed rule or amendment that would require additional licensure for a previously unlicensed profession, expand, or limit a healthcare professional's scope of practice.
