Establishes 45 maximum regular employees for the Commissioner of State Lands for fiscal year 2021-2022, with salaries ranging from $42,538 to $127,245 annually.

Authorizes 5 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,956,311 from the State Central Services Fund for personal services and operating expenses, including $2,922,868 for regular salaries and $40,000 for extra help.

Appropriates $36,334,056 from cash funds for delinquent tax operations, including $1,750,000 for professional fees and $33,000,000 for tax remittal and sale refunds.

Makes additional appropriations of $267,800 for capital outlay/operating expenses and $400,000 for submerged lands projects; effective July 1, 2021.
