AR HB1212

Allows the Director of the Division of Workforce Services to noncharge unemployment benefits to employer accounts for weeks of unemployment claimed starting April 4, 2020, and after if benefits result from a gubernatorial disaster emergency declaration or state/federal disaster declaration.

Requires the director to apply noncharging decisions uniformly to all employers affected by the same disaster emergency or disaster declaration.

Makes the effective date of the act retroactive to April 4, 2020.

Declares an emergency based on business uncertainty caused by disaster emergencies threatening state revenue and requiring immediate modification of employer contribution obligations.

Becomes effective upon gubernatorial approval, expiration of the governor's veto period, or veto override.
