Amends Arkansas Code § 25-15-401 to establish a systematic review process for agency rules where agencies are divided into six rule review groups evaluated by the Legislative Council over a twelve-year cycle, with one group evaluated every two years.

Rules must be extended by the Legislative Council or they automatically expire on October 1 following the end of the rule evaluation period, with repeal effective no later than 180 days after the Legislative Council's decision.

Requires agencies to submit detailed rule reports to the Legislative Council including rule effective dates, filing dates, legal authority, and agency justification for extending or repealing each rule.

Repeals the previous rule sunset provisions in Arkansas Code §§ 25-15-402 and 25-15-403 that required rules to maintain full force for no more than 24 years.

Creates an expedited repeal process (§ 25-15-404) for rules that do not meet the legal definition of a rule, allowing agencies to request immediate repeal through the Legislative Council without following normal administrative procedures.
