Prohibits public schools, charter schools, and state-supported higher education institutions from offering courses, classes, events, or activities that promote division, resentment, or isolation of students based on race, gender, political affiliation, social class, or ethnicity.

Bans content that promotes overthrow of the U.S. Government, violates civil rights laws, or negatively targets specific nationalities or countries.

Requires the State Board of Education to notify school districts and charter schools of violations, with a 60-day compliance period before funding penalties are imposed.

Allows the state board to withhold up to 10% of monthly state foundation funding for non-compliant school districts and charter schools; allows the Attorney General to withhold up to 10% of state funding for non-compliant higher education institutions.

Exempts courses covering accurate ethnic history, Holocaust education, genocide, historical oppression of groups, African-American history, and student organizations not part of instructional programs; allows academic grouping by performance regardless of disparate impact.
