Appropriates $1,715,300,000 from the State Highway and Transportation Department Fund for the Arkansas Department of Transportation operations, including $200,000,000 for regular salaries, $70,000,000 for personal services matching, $10,000,000 for overtime, and $1,000,000,000 for capital outlay

Establishes a maximum of 4,674 employees with specific salary ranges from $33,491 for seasonal employees to $246,291 for the Director, with 272 classified positions and tiered salary levels

Appropriates $1,000,000,000 from the Four-Lane Highway Construction and Improvement Bond Account and $34,000,000 each from the State Aid Road Fund and State Aid Street Fund for construction, maintenance, and improvements

Appropriates $200,000,000 for the Arkansas State Highway Employees' Retirement System, $6,000,000 for public transit programs, and smaller amounts for research grants, intermodal facilities, and specialized programs

Authorizes transfer of overtime and personal services matching funds between appropriation line items with approval from the Arkansas Legislative Council or Joint Budget Committee, effective July 1, 2021 through June 30, 2022
