Allows cemetery companies to withdraw from permanent maintenance funds once every ten years for infrastructure repairs and capital improvements, subject to board approval.

Repeals Arkansas Code § 20-17-1029, which established cemetery advisory boards with seven gubernatorially-appointed members representing lot owners, cemetery/funeral home operators, and historic preservation advocates.

Modifies eligibility requirements for Insolvent Cemetery Grant Fund grants by changing "historic" to "historical" significance and using "or" instead of "and" between the historical significance and insolvency criteria.

Requires the State Board of Embalmers, Funeral Directors, Cemeteries, and Burial Services to promulgate implementation rules by January 1, 2022, with Legislative Council approval.
