Amends Arkansas Code § 4-90-403(11) to revise the definition of "motor vehicle" under the Arkansas New Motor Vehicle Quality Assurance Act.

Increases the gross vehicle weight rating threshold for vehicle exclusions from 13,000 pounds to 14,000 pounds.

Clarifies that the 14,000-pound weight limit does not apply to motor homes, which can exceed this threshold and still be covered.

Maintains existing exclusions for mopeds, motorcycles, living facilities of motor homes, and vehicles over 10,000 pounds that have been substantially altered after initial dealer sale.
