AR HB1231

Creates the "Saving American History Act of 2021" as Arkansas Code § 6-16-152, prohibiting public schools, school districts, and open-enrollment charter schools from using state funding to teach or facilitate teaching of the 1619 Project curriculum.

Requires state funding reductions for any public school teaching the 1619 Project curriculum in an amount equal to costs associated with the curriculum, including planning and teaching time, with exceptions for programs serving low-income students and students with disabilities.

Prevents schools teaching the 1619 Project from receiving Enhanced Student Achievement Funding under § 6-20-2305(b)(4) for professional development purposes.

Requires the Division of Elementary and Secondary Education and Division of Higher Education to promulgate rules implementing this section by January 1, 2022, or as soon as practicable thereafter if legislative approval under § 10-3-309 has not occurred by that date.
