Adds the State Insurance Department to the list of entities defined as "claimant agency" entitled to offset delinquent tax collections against state income tax refunds

Adds the Self-Insured Fidelity Bond Program created under Arkansas Code § 21-2-701 et seq. to the list of claimant agencies

Requires any entity added as a claimant agency to have an annual outstanding debt of at least $200,000

Updates the reference point for when entities can be added as claimant agencies from "after July 16, 2003" to "subdivision (1)(A) of this section"
