Amends Arkansas Code § 9-28-217(a) to allow the Department of Corrections to access confidential juvenile records for juveniles with extended juvenile jurisdiction designations who transition from Division of Youth Services to adult corrections supervision or custody.

Department of Corrections may use juvenile records to create risk assessments, classification plans, and supervision plans for qualifying individuals.

Department of Corrections must promulgate rules establishing the procedure for requesting confidential juvenile records and prescribing how records shall be used.

Department of Corrections must submit its implementation rules to three committees for review: Senate Interim Committee on Children and Youth, House Committee on Aging, Children and Youth, Legislative and Military Affairs, and Administrative Rules Subcommittee of the Legislative Council.
