Removes the prohibition on delegating physician dispensing of legend drugs, allowing dispensing physicians to delegate this task to staff members.

Requires physicians to maintain records of all legend drug receipts and distributions in a central registry accessible to enforcement authorities.

Establishes exemptions from State Medical Board approval requirements for certain medications including topical medications, naloxone, nicotine replacement therapy, contraceptives, acute care medications, and initial treatment for maintenance medications.

Defines "acute care medication" as non-controlled legend drugs prescribed for no more than 14 days, including medications for infections, inflammation, nausea, allergies, and cough.

Defines "maintenance medication" as non-controlled legend drugs prescribed for no more than 30 days to treat hypertension, diabetes mellitus, or hypercholesterolemia.
