Changes the consolidation requirement from "two (2) counties" to "one (1) or more counties" to allow levee districts in multiple counties to consolidate when protecting the same land from overflow using the same levee system.

Clarifies that consolidated levee district boards must elect a president, secretary, treasurer, and auditor with salaries based on services rendered.

Requires all county levee board officers within a consolidated levee district to report to the consolidated district's board of directors through their county directors.

Authorizes consolidated levee district boards to cooperate with levee boards in other states when necessary to maintain the consolidated levee system.

Exempts consolidations of existing levee districts from the notice requirements typically required for forming new levee districts under Arkansas Code § 14-123-202.
