Changes Arkansas Code § 14-42-206(a) to require city or town councils with mayor-council form of government to "shall request" (instead of "may request") county party committees to conduct party primaries for municipal offices.

Maintains timing requirements for passing the resolution: before January 1 in years with May preferential primaries, or at least 60 days before the party filing period for years with March preferential primaries.

Specifies that adopted resolutions remain in effect for subsequent elections unless revoked by the city or town council.

Requires the city clerk or recorder to mail certified copies of the resolution to both county and state party committee chairs.

Continues requirement that candidates nominated through political primaries must be certified by county party committees to the county board of election commissioners before placement on the general election ballot.
