Defines "charitable solicitation" as efforts by individuals or organizations to solicit money from the public that do not meet requirements of Arkansas Code § 4-28-401 et seq.

Requires individuals and organizations engaged in charitable solicitation on public property to register with a municipality at no cost for each 120-day period of operation if the municipality adopts an ordinance requiring registration.

Registration requires providing a state-issued identification card or business license and reporting the individual's or organization's name and address in writing to the city clerk.

Municipalities must maintain a publicly accessible list of all registered individuals and organizations, including initial and subsequent registration dates and information, available upon request at no charge.

Violations of registration requirements constitute a Class A misdemeanor.
