Increases the exemption threshold for architect licensing requirements from $100,000 to $250,000 for building projects in Arkansas Code § 17-15-302.

Applies the $250,000 threshold to multiple categories including public school district repairs and alterations, new structures, and buildings such as places of assembly, daycares, churches, and single-story structures.

Amends Arkansas Code § 22-9-101(b)(2) to increase the architectural project exemption from professional observation requirements from $100,000 to $250,000.

Requires the House Committee on City, County, and Local Affairs and Senate Committee on City, County, and Local Affairs to review the changes by October 10, 2022, and determine whether the $250,000 threshold should remain or revert to $100,000.

Suspends conflicting existing laws until December 31, 2023, at which point the original $100,000 threshold provisions automatically become effective unless modified by legislative action.
