Defines "cosmetic aesthetic services" to include laser, radiofrequency, intense pulsed light, or similar techniques that alter human tissue or remove hair, plus injections of botulinum toxin, collagen, hyaluronic acid, or other substances for cosmetic purposes.

Requires patients to receive all necessary information for informed consent before receiving cosmetic aesthetic services, with timely documentation in the patient's medical chart or record.

Mandates that patients be informed a physician is available for personal consultation, evaluation, or treatment related to the cosmetic aesthetic service, and the physician must provide such services upon request.

Requires physicians to maintain appropriate patient charts or records for each patient receiving cosmetic aesthetic services and monitor the quality of services provided by employees or delegates through direct observation, care review, outcome review, equipment review, protocols review, or chart review.

Requires physicians to conduct annual on-site monitoring at locations where cosmetic aesthetic services are performed.
