Establishes maximum of 2,203 regular employees for University of Arkansas at Little Rock for fiscal year 2021-2022, with detailed salary schedules for administrative, classified, and academic positions across twelve-month and nine-month roles

Authorizes 1,300 part-time or temporary "Extra Help" employees to be paid at rates established by the Uniform Classification and Compensation Act or this act

Appropriates $69,846,005 from the University of Arkansas at Little Rock Fund for regular salaries ($59,405,772) and personal services matching ($10,440,233)

Appropriates $162,298,699 from cash funds for operating expenses including salaries ($38,250,000), extra help ($3,750,475), maintenance and operations ($47,763,188), capital improvements ($30,000,000), and debt service ($13,000,000)

Appropriates $800,000 for William H. Bowen School of Law and $2,000,000 for the Nanotechnology Center, with emergency clause making the act effective July 1, 2021
