Establishes maximum of 207 regular employees for University of Arkansas Community College at Hope-Texarkana for fiscal year 2021-2022, with positions ranging from Chancellor at $172,874 to various administrative, academic, and support staff roles.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates of pay not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,118,508 from state operations fund, consisting of $5,518,508 for regular salaries and $1,600,000 for personal services matching.

Appropriates $13,376,197 from cash funds for personal services and operating expenses, including $1,744,197 regular salaries, $175,000 extra help, $4,250,000 operational expenses, $5,000,000 capital improvements, $557,000 debt service, and $100,000 for Bladesmithing School grants.

Act takes effect July 1, 2021 with emergency clause due to constitutional one-year appropriation limit.
