Establishes maximum of 200 regular employees for Cossatot Community College for fiscal year 2021-2022, including administrative, academic, and classified positions with specified salary rates.

Authorizes up to 100 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $5,040,211 from state operations fund for personal services and operating expenses, including $3,385,211 for regular salaries, $905,000 for personal services matching, and $750,000 for maintenance and general operations.

Appropriates $13,625,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and promotional items for the fiscal year ending June 30, 2022.

Requires compliance with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws in disbursement of funds; effective July 1, 2021.
