Establishes maximum of 199 regular employees for Arkansas State University - Mountain Home for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 70 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $4,522,696 from state operations funds for personal services and operating expenses, including $3,972,696 for regular salaries and $500,000 for personal services matching.

Appropriates $15,525,000 from cash funds for personal services, operating expenses, capital improvements ($1,750,000), and debt service ($600,000).

Effective July 1, 2021, with all expenditures subject to state procurement law, accounting procedures, and fiscal control laws.
