Establishes a maximum of 625 regular employees for Henderson State University for fiscal year 2021-2022, including administrative, academic, classified, and auxiliary enterprise positions with specified salary rates.

Appropriates $22,260,430 from the Henderson State University Fund for personal services, operating expenses, maintenance, capital outlay, and a grant to the Community Education Center.

Appropriates $95,350,000 from cash funds for salaries, extra help, overtime, operating expenses, capital improvements, and debt service.

Authorizes up to 950 part-time or temporary "Extra Help" employees payable at rates not exceeding the Uniform Classification and Compensation Act.

Permits the university president to request a loan of up to $6,000,000 from the Budget Stabilization Trust Fund, with full repayment required by June 30, 2028 or as recommended by the General Assembly.
