Establishes maximum of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2021-2022, including administrative, academic, classified, and auxiliary enterprise positions with specified salary ranges.

Authorizes up to 910 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $24,782,922 from state operations funds, including $18,462,922 for regular salaries, $500,000 for extra help, and $3,400,000 for personal services matching.

Appropriates $119,955,000 from cash funds for regular salaries ($25,200,000), extra help ($1,155,000), operating expenses ($25,200,000), capital improvements ($31,500,000), debt service ($8,000,000), and other operational expenses.

Act effective July 1, 2021, with emergency clause declaring immediate implementation essential to university operations; approved February 10, 2021.
