Establishes maximum of 325 regular employees for Phillips Community College for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 900 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $10,901,039 from state operations fund for regular salaries ($7,962,625), personal services matching ($1,809,076), and maintenance and general operations ($1,129,338).

Appropriates $25,275,000 from cash funds including regular salaries ($4,200,000), extra help ($1,000,000), overtime ($200,000), maintenance and operations ($5,500,000), capital improvements ($6,000,000), debt service ($1,500,000), and other expenses.

Effective July 1, 2021, with emergency clause declaring immediate implementation essential to agency operations and preservation of public peace, health, and safety.
