Establishes maximum of 144 regular employees for University of Arkansas Community College at Rich Mountain for fiscal year 2021-2022, including administrative, classified, academic, and auxiliary enterprise positions with specified salary ranges.

Authorizes up to 80 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,790,481 in state operations funds, including $2,500,000 for regular salaries, $530,000 for personal services matching, and $760,481 for maintenance and general operations.

Appropriates $10,195,000 in cash funds, including $3,250,000 for regular salaries, $375,000 for extra help, $1,500,000 for personal services matching, $1,750,000 for operating expenses, $1,250,000 for capital outlay, $1,300,000 for capital improvements, and $380,000 for debt service.

Requires compliance with state procurement, accounting, budgetary procedures, and fiscal control laws; becomes effective July 1, 2021 under emergency clause.
