Establishes a maximum of 346 regular employees for East Arkansas Community College (EACC) for fiscal year 2021-2022, with specific salary ranges for administrative, academic, and classified positions.

Authorizes up to 325 temporary or part-time employees ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $10,379,342 from state operations funds for regular salaries ($6,268,000), extra help ($150,000), personal services matching ($1,967,000), and maintenance and general operations.

Appropriates $28,176,692 from cash funds for personal services, operating expenses, capital improvements ($15,593,266), debt service ($301,000), and fund transfers/investments ($2,500,000).

Effective July 1, 2021, with an emergency clause declaring the appropriation essential to the immediate operation of the agency and preservation of governmental programs.
