Amends the composition of the Arkansas Public Employees' Retirement System Board of Trustees to clarify membership structure and appointment procedures.

Board consists of nine members: three ex officio members (Auditor of State, Treasurer of State, Secretary of Department of Finance and Administration) and six appointed members.

Appointed members include three state employees and three nonstate employees appointed by the Governor, each with at least five continuous years of public employment service.

Restricts retired members on the nonstate employee trustee positions to no more than one, and on state employee trustee positions to no more than one.

Requires nonstate employee trustees to include at least one currently elected county judge and at least one mayor, and adds four additional board seats for retired members appointed by the President Pro Tempore of the Senate and Speaker of the House, with specific provisions for retired law enforcement officers.
