Establishes maximum of 898 regular employees for University of Arkansas - Pulaski Technical College for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates ranging from $38,471 to $172,874.

Authorizes up to 400 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $17,074,615 from the University of Arkansas - Pulaski Technical College Fund for personal services, consisting of $16,000,000 for regular salaries and $1,074,615 for personal services matching.

Appropriates $56,135,000 from cash funds for operating expenses including salaries ($4,000,000), extra help ($2,000,000), maintenance and general operations ($15,000,000), capital improvements ($10,000,000), debt service ($7,500,000), and other operational costs.

Act becomes effective July 1, 2021 and is declared an emergency measure necessary for the immediate operation of the agency.
