Establishes maximum of 220 regular employees for Ozarka College for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $4,620,047 from the Ozarka College Fund for state operations, including $3,400,000 for regular salaries and $1,093,747 for personal services matching.

Appropriates $14,001,000 from cash funds for operations including $3,500,000 in regular salaries, $4,000,000 in operating expenses, $2,000,000 for capital improvements, and $750,000 for debt service.

Declares an emergency effective July 1, 2021 to ensure continuity of college operations and essential governmental programs.
