Establishes maximum of 380 regular employees for National Park College for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates ranging from $46,805 to $172,874 annually.

Authorizes up to 402 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $11,230,553 from state operations funds for regular salaries ($9,000,000), personal services matching ($1,250,000), and maintenance and general operations ($980,553).

Appropriates $16,615,000 from cash funds for regular salaries ($3,100,000), extra help ($1,300,000), personal services matching ($1,000,000), maintenance and operations ($3,500,000), capital improvements ($4,800,000), debt service ($1,800,000), and promotional items ($20,000).

Effective July 1, 2021, with an emergency clause declaring the appropriations essential to college operations and approved February 10, 2021.
