Establishes maximum of 254 regular employees for Black River Technical College (BRTC) for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary rates ranging from $38,471 to $172,874 annually.

Authorizes up to 75 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,249,324 from the BRTC Fund for state operations, including $6,004,115 for regular salaries and $2,235,209 for personal services matching.

Appropriates $42,924,800 from cash funds for regular salaries ($12,000,000), extra help ($1,000,000), operating expenses ($12,000,000), professional fees ($2,701,000), capital outlay ($5,000,000), capital improvements ($5,000,000), and other expenses.

Appropriates $4,600,000 from cash funds for construction, construction fees, and equipping a Law Enforcement Training Academy Barracks; effective July 1, 2021.
