Establishes a maximum of 399 regular employees for North Arkansas College for fiscal year 2021-2022, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 500 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $8,933,039 from the North Arkansas College Fund for state operations, including $6,800,000 for regular salaries and $1,200,000 for personal services matching.

Appropriates $49,385,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and fund transfers, including $5,425,000 for regular salaries and $2,700,000 for personal services matching.

Effective July 1, 2021, with an emergency clause declaring that funds are essential for the college's immediate operation and provision of governmental programs.
