Amends Arkansas Code § 14-44-106 to consolidate vacancy procedures in second-class cities by allowing city councils to either elect a replacement or call a special election for vacancies in mayor, marshal, recorder, treasurer, or recorder-treasurer positions.

Repeals Arkansas Code § 14-44-112 (vacancy in marshal's office) and § 14-44-116 (vacancy in recorder, treasurer, or recorder-treasurer offices) as their provisions are consolidated into the amended § 14-44-106.

Adds new subsection to Arkansas Code § 14-45-103 requiring town councils to elect a marshal by majority vote to fill a vacancy when the marshal was elected under § 14-45-109 in incorporated towns.

Amends Arkansas Code § 14-45-105(a) to clarify the mayor's powers in incorporated towns, including serving as ex officio president of the town council, presiding over meetings, and casting a vote when needed to pass ordinances or establish a quorum.
