Requires all state boards and commissions (except constitutional boards) to submit a report by August 1 of each even-numbered year listing regularly scheduled meeting dates for the previous two fiscal years, attendance records, and number of meetings convened.

Suspends authority of non-constitutional boards or commissions that fail to submit the required report by August 1, preventing any action or expenditure of funds until the report is provided.

Directs the Joint Performance Review Committee to draft legislation abolishing any non-constitutional board or commission that fails to submit the report by December 1 of even-numbered years, with authority reverting to the General Assembly and funds reverting to the General Revenue Fund.

Requires the Joint Performance Review Committee to reevaluate purpose, need, and effectiveness of any state board or commission (constitutional or non-constitutional) that has not convened a regularly scheduled meeting or has met without a quorum for four consecutive meeting dates within a two-year period.

Allows the General Assembly to abolish boards or commissions that have submitted reports and does not affect legal rights, duties, or proceedings that arose before abolition.
