Appropriates $2,527,908 from the State Central Services Fund for Arkansas House staff personal services and operating expenses for fiscal year 2021-2022, including $1,752,919 in regular salaries for 18 maximum employees and $50,000 for extra help (up to 7 temporary/part-time employees).

Establishes 12 maximum Member Services positions and appropriates $1,214,628 for their personal services and operating expenses, and establishes 13 maximum Supplemental Staffing positions with $910,000 in appropriations.

Appropriates $150,000 for information technology operating expenses and capital outlay, $50,000 for legislative institute per diem and mileage, and $50,000 for House Select Committee member expenses.

Reappropriates up to $2,050,000 from the Constitutional Officers Fund and $2,135,000 from the State Central Services Fund for remaining balances from prior fiscal years for continued House operations.

Grants House Speaker and Chief of Staff authority to transfer funds between appropriation items with State Auditor approval, permits up to 20% salary increases for exceptional personnel, and restricts House-produced audio/video materials from political, campaign, or commercial use.
