Division of Arkansas State Police shall develop and implement a Rapback Program to identify employees who have committed disqualifying offenses after receiving a favorable fitness determination and to reduce fingerprinting duplication.

Division shall require all service providers to periodically verify employee eligibility for continued employment through fingerprint-based criminal history records checks performed by the Federal Bureau of Investigation.

Division may retain fingerprints for cascaded searches of all files including latent files.

Program shall send written notice to the service provider of an employee within 5 business days after finding that the employee has committed a disqualifying offense.

Division shall adopt rules to implement the Rapback Program.
