Creates a Regulatory Division within the Department of Finance and Administration designated as a law enforcement agency, consisting of the Alcoholic Beverage Control Division, Alcoholic Beverage Control Enforcement Division, Arkansas Tobacco Control, and Arkansas Racing Commission.

Establishes a Regulatory Administrator position appointed by the Governor to serve at the Governor's pleasure and report to the Secretary of the Department of Finance and Administration with oversight of the Regulatory Division.

Grants the Regulatory Administrator authority to assign personnel as enforcement agents with statewide law enforcement authority and full-time officer status after meeting Arkansas Commission on Law Enforcement Standards and Training requirements.

Authorizes enforcement agents to enter, inspect records, and seize contraband on licensed premises as a condition of the license or permit.

Repeals Arkansas Code § 3-2-210 regarding Alcoholic Beverage Control Division enforcement authority and § 26-57-266 regarding Arkansas Tobacco Control enforcement agents, consolidating their functions under the new Regulatory Division structure.
