AR HB1386

Establishes that the Tenth Amendment reserves powers to Arkansas and its people as understood in 1836, and that the Second Amendment right to keep and bear arms is protected under the same 1836 interpretation.

Prohibits Arkansas state employees and public servants from knowingly enforcing any federal act, law, statute, rule, or regulation created or effective on or after January 1, 2021, with violations punishable as a Class A misdemeanor.

Prevents state actors, local governments, and political subdivisions from utilizing any resources to enforce federal laws, statutes, rules, or regulations created or effective after January 1, 2021.

Amends arrest authority laws to prohibit certified law enforcement officers from making arrests under the new enforcement prohibition without a warrant.

Directs the Arkansas Attorney General to intervene in federal prosecutions of Arkansas residents for violations of federal firearm laws if the person was acting in accordance with state law.
