Reappropriates $5,000,000 effective July 1, 2021 from the balance of Act 80 of 2020, Section 1, Item (A) for infrastructure investments in public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems.

Reappropriates $10,000,000 effective July 1, 2021 from the balance of Act 80 of 2020, Section 2, Item (A) for vital infrastructure investments in public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems.

Reappropriates $40,000,000 effective July 1, 2021 from the balance of Act 80 of 2020, Section 2, Item (B) for construction, renovation, maintenance, equipment, grants, loans, personal services, and operating expenses for projects that protect, enhance, and restore the environment.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2021, stating the reappropriation is essential to agency operations and that delays could cause irreparable harm to governmental programs.
