Reappropriates the balance of capital improvement appropriations from Act 15 of 2020 to the Department of Human Services - Secretary's Office in the amount of $10,000,000, effective July 1, 2021.

Funds are payable from the Development and Enhancement Fund and may be used for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities department-wide.

Permits the department to supplement State Treasury funds with grants, donations including Federal funds, and unobligated cash income to finance projects, but prohibits use of Maintenance and General Operations appropriations for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2021 to ensure the appropriations are available for immediate agency operations, with approval dated March 1, 2021.
