Reappropriates balances of capital improvement appropriations for the Department of Corrections - Division of Community Correction from Act 10 of 2020, effective July 1, 2021, payable from the Development and Enhancement Fund totaling $11,370,268

Specific projects reappropriated include HVAC replacements at multiple facilities ($72,000 at CAC Little Rock, $270,000 at ECCCC West Memphis, $120,000 at NWCCC Fayetteville), roof replacement at ECCCC West Memphis ($350,000), parking lot resurfacing at NEACC Osceola ($420,000), and general maintenance and facility improvements ($10,000,000)

Reappropriates $10,000,000 from the Community Correction Revolving Fund for maintenance, acquisition, replacement, repair, expansion, construction, equipping, renovation, and upgrade of Division of Community Correction real property and facilities

Includes capacity expansion projects adding 135 beds at Southwest Community Correction Center in Texarkana ($97,562) and 100 beds at East Central Community Correction Center in West Memphis ($74,706)

Declares an emergency effective July 1, 2021, requiring compliance with state purchasing laws, accounting procedures, and revenue stabilization laws; permits supplementation with grants, donations, federal funds, and agency cash income
