Appropriates $615,072 from the Arkansas Natural and Cultural Resources Grant and Trust Fund to the Office of the Treasurer of State for acquisition, management, stewardship or preservation of state owned lands, historic sites, buildings, structures or objects, effective July 1, 2021.

Appropriates $996,770 from the Development and Enhancement Fund to the Office of the Treasurer of State for restoration and rehabilitation of public spaces in the Treasurer's Suite in the State Capitol building, effective July 1, 2021.

Restricts all contract awards and obligations to State Treasury funds actually available and requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations.

Permits the Office of the Treasurer of State to supplement appropriated funds with grants, donations, Federal funds, and unobligated cash income to finance entire project costs.

Declares an emergency effective July 1, 2021, citing the constitutional one-year appropriation limit and essential need for immediate agency operations.
