Reappropriates capital improvement fund balances from Act 6 of 2020 to the Secretary of State, payable from the Development and Enhancement Fund, effective July 1, 2021.

Allocates $15,000,000 for statewide voting machine equipment replacement and $6,500,000 for HVAC upgrades to the North End of the State Capitol building.

Appropriates funds for multiple State Capitol maintenance and improvement projects including roof/window repair ($2,500,000), stone restoration ($3,500,000), plumbing/sump pump replacement ($108,393), and electrical panel replacement ($212,980).

Authorizes spending for capitol grounds improvements including asphalt resurfacing, sidewalk/curb replacement, drainage/stormwater renovations ($483,000), and green initiatives ($1,500,000) such as ventilation improvements and Compressed Natural Gas vehicle conversion.

Requires compliance with state purchasing and fiscal control laws, prohibits use of maintenance and general operations funds for these projects, and declares the act effective immediately as an emergency measure.
