AR HB1400

Reappropriates the balance of capital improvement appropriations from Act 8 of 2020 to the Department of Veterans' Affairs, effective July 1, 2021, in an amount not to exceed $5,000,000.

Authorizes funds to be used for maintenance, personal services, operating expenses, renovation, equipping, construction, acquisition, improvement, upgrade and repair of real property and facilities.

Permits the Department of Veterans' Affairs to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2021, because the State Constitution prohibits appropriations for more than one year and delay could harm agency operations and essential governmental programs.
