Reappropriates the balance of capital improvement appropriations from Act 12 of 2020 to the Department of Agriculture - Arkansas Natural Resources Commission for a Navigational Feasibility Study for the Red River, not to exceed $1,000,000.

Effective date is July 1, 2021, with funds to be paid from the Development and Enhancement Fund.

Allows the department to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency clause to ensure the appropriation takes effect on July 1, 2021, as required by the Arkansas Constitution's one-year appropriation limit.
